President of the SCJ assures that justice is being transformed to anticipate social changes

The president of the Supreme Court of Justice (SCJ), Justice Luis Henry Molina Peña, assured that justice is the fundamental pillar of the Rule of Law that guarantees the proper functioning of the institutions and the productive sectors of the country, for which reason the judicial system is being transformed to anticipate the social changes of the next 20 years.  

In this regard, he said that the implementation and simplification of technologies improves the administration of the system, while significantly increasing the levels of transparency and service possibilities.    

"Thanks to technology we are going to free judges from heavy administrative processes, we are going to leave their hands free to exercise the function for which they are called: to impart justice," said the president of the Judicial Power Council.    

Molina Peña said this during a meeting held at the Pontificia Universidad Católica Madre y Maestra (PUCMM) in Santiago, where he spoke about the changes that the justice system has been undergoing in recent years. 

"This will be the year when delinquency is substantially reduced in all judicial departments. It will be the year when, with the passage of the Regions Act, we will begin to address the needs of the system from the actual demand on the ground, bringing services closer to the people," he said.   

He said that the justice system has to adapt to these changes or even anticipate them, taking note of new trends and best practices.   

He also explained that the Judicial Branch has consolidated an ambitious agenda of programs and actions that include the Law on the Use of Digital Media and the Cassation Law, both promoted by this branch of government. 

He maintained that these legislative initiatives, which have now become law, are of great importance for legal certainty and attracting investment to the country. 

The magistrate explained that one of the things that until recently seemed impossible in the country are virtual hearings in the courts, all of which contribute to achieving the three main pillars of the Institutional Strategic Plan, which are: Justice with 0 delays, 100% access and 100% transparency. 

He announced that, to reinforce the third pillar, the Judicial Branch Observatory, which will facilitate transparency in the justice system as a whole, will be inaugurated on April 12. 

He also informed that by 2023 the Case Management System will be implemented in criminal and real estate matters.  

The magistrate also made reference to the early inauguration of the new Judicial Headquarters of Santo Domingo East, a space specifically designed for the work of the courts.  

"We are going to accelerate this revolution that is summarized in that principle that unites and inspires us: Justice a Day to guarantee the dignity of people," concluded the magistrate. 

Secilio Espinal, said that it is a privilege that the students of Santiago can interact with the highest authority of the SCJ, to address the issue of Dominican justice from an integral vision, its progress and challenges. 

"When justice is truly fair, it makes people and their inhabitants happy. This issue is of vital importance, because a well-administered justice is a great value for human dignity," he said. 

Magistrate Molina Peña also participated in a panel where he answered questions from students and professors of the Universidad Católica Madre y Maestra, Universidad Abierta para Adultos, Universidad Católica del Cibao, Universidad Católica Nordestana, Universidad Autónoma de Santos Domingo and Universidad Tecnológica de Santiago. 

The activity was attended by Judge Juan Aníbal Rodríguez, coordinating judge of the Judicial Department of Santiago; Judge Miguelina Ureña, judge of the First Civil Chamber of the Court of Appeals of the National District and director of Postgraduate Studies of the PUCMM; the dean of the Faculty of Social Sciences, Humanities and Arts, Mariano Rodríguez; the director of the Law School, Edwin Espinal. Also, judges from different jurisdictions, judicial officials, lawyers, professors and other guests.
