President of the SCJ assures citizens of a more complete and reliable justice system

About the Judiciary

The approval of the Judicial Scale and the reform of the Code of Ethical Conduct were achievements of 2021 that support transparency in the judicial system.

The president of the Supreme Court of Justice (SCJ) and of the Judicial Power Council (CPJ), Magistrate Luis Henry Molina Peña assured that the approval and implementation of the judicial ladder and the modification of the Code of Ethical Behavior guarantee the population the right to have a more complete and reliable justice system.

Magistrate Molina Peña explained that the first step to achieve a better justice system was the study and design of the judicial ladder, an instrument that guarantees that the advancement of each judge takes place under objective parameters and on the basis of equitable qualifications.

He pointed out that taking into account the judicial ladder, the first movements of judges took place last year 2021.

"Each of these updates result in effective protection of the guarantees of judges, contributing to a more professionalized and stable judiciary, leaving behind the discretionality in making decisions related to the system," said Judge Molina Peña.

Last December, the Plenary of the Supreme Court of Justice designated the promotion and hierarchical increase of 161 judges.161 judges from the different judicial departments of the country, in order to strengthen the the different judicial departments of the country, with the purpose of strengthening the Judicial Career and developing capacities for results-based management.

Speaking on integrity, Judge Molina Peña highlighted the modification of the Code of Ethical Behavior, which functions as a catalog of duties, prohibitions, inhibitions, disqualifications and conflicts of interest.

With this Code, the Judicial Branch reaffirms its commitment to building democracy and consolidating the rule of law. "This piece seeks to accompany public servants in their commitments to the profession, serving as an authentic instrument of civic and citizen empowerment," said Molina Peña.

"Since the 1990s, the justice system has undergone a continuous evolution. Today, judicial careers, ethical regulation and technology allow us to aspire to higher standards of integrity and independence," he said.

Magistrate Luis Henry Molina reiterated that a more integrated and independent justice system is what citizens aspire to and have the right to.
