President Abinader defines himself as a standard-bearer for the strengthening of institutionalism within the framework of the separation of powers system

During the opening ceremony of the Judiciary Conference, the executive director of the World Justice Project, Elizabeth Anderson, says the DR is one of the few nations that guarantees a steady increase in its overall Rule of Law score, marking consecutive improvements every year. 

Santo Domingo East. - President Luis Abinader attended this Thursday the opening ceremony of the Judicial Power Conference 2024, where he affirmed that he is a standard bearer for the strengthening of institutionality within the framework of the system of separation of powers. 

The President considered that this figure, which the Constitution has incorporated since the birth of the Republic, is of unavoidable importance, and has been proven over the years as the only way to prevent political power from accumulating in the hands of a few and thus corrupting its exercise.  

He assured that for his administration, the protection of human dignity and the guarantee of fundamental rights for all is a priority and unrenounceable commitment. 

In this spirit, he affirmed, the Executive Branch has supported the transformation and modernization process that the Judicial Branch is undergoing, not only from the perspective of the material works with which it collaborates, but also in the possibility of sharing a vision of the future that guarantees the rights of all.  

The governor added that it is also necessary to recognize that, within the framework of this separation, there must also be efficient collaboration, so that the different spheres of the State can ensure the fulfillment of its constitutional purpose. 

«Así, en el ánimo de un sistema equilibrado de separación y colaboración, nos encontramos en el camino de mejorar nuestra institucionalidad, fortalecer nuestra justicia y dignificar con ello, cada día, la vida de nuestros ciudadanos», manifestó Abinader. 

The Head of State reiterated his support to the Judiciary, to the justice system so that everyone independently, but with collaboration, can make a stronger justice, independent but also stronger. 

President Abinader expressed his congratulations to the organizers of this event and said that, the justice system is immersed in the natural transformations of this century and of a society that increasingly demands an ethical and efficient functioning of such system. "I am convinced that in this scenario we will strengthen our commitments to these values." 

Dominican justice has achieved leadership spaces 

Henry Molina, President of the Supreme Court of Justice (SCJ) and of the Judicial Power Council (CPJ), highlighted that the Dominican justice system has achieved leadership in Central America, the Caribbean and Ibero-America and that in 2025 it will host the Ibero-American Judicial Summit and other relevant regional and international events.  

He added that this will undoubtedly be a unique occasion for the country to display its hospitality and take advantage of the opportunity to present itself as a regional reference in terms of democratic institutions and economic and social development.  

Sostuvo que, en el entorno regional, la República Dominicana resalta sobre todo por su estabilidad política, su crecimiento económico y la juventud de su población. «Si bien es cierto que como país tenemos nuestros problemas, que son muchos y profundos, son muchos nuestros logros y muy justificados nuestros orgullos como sociedad comprometida con un mañana mejor». 

Steady increase in DR's overall rule of law score 

Likewise, the executive director of the World Justice Project, Elizabeth Anderson, stated that the Dominican Republic stands out as one of the few nations in the world that guarantees a constant increase in its general rule of law score, marking consecutive improvements every year. 

Anderson welcomed this important convening to discuss how to bring justice closer to the people and saw as valuable the opportunity to collaborate with the Dominican Judiciary and the international community to collect and analyze data aimed at promoting people-centered justice in the Dominican Republic and to learn from their experience to inspire others in the region and around the world. 

About the Conference 

The Judicial Power Conference will be held at the new Santo Domingo East Santo Domingo Palace of Justice from April 25 to 27, and will be a space for dialogue that will show the progress of the Dominican justice system, discuss best practices in the administration of justice and identify the new challenges that this branch of government will face over the next 10 years.   

The Conference is an open space between the Judiciary, the different actors of the justice administration system and society, in which they will discuss and reflect on the importance of an up-to-date justice system that guarantees the dignity of people, as well as on judicial integrity as a support for the legitimacy of the Rule of Law.    

During the three days of the Judicial Power Conference, 137 national and international exhibitors will participate, 31 panels will be held, as well as 23 conferences, among other activities that will take place simultaneously.    

Present were the presidents of the Senate, Ricardo De Los Santos; of the Chamber of Deputies, Alfredo Pacheco; the Attorney General of the Republic, Magistrate Mirian Germán; the president of the Constitutional Tribunal, Napoleón Estévez Lavandier; the former president of the Supreme Court of Justice, Jorge Subero Isa; the Minister of Public Works, Deligne Ascensión; the Minister of Women's Affairs, Mayra Jiménez; the Legal Advisor of the Executive Branch, Antoliano Peralta; the Ombudsman, Pablo Ulloa and the President of the Supreme Court of Panama, María Eugenia López Arias.
