Judicial Branch launches "Jorge Subero Isa" innovation chair

SANTO DOMINGO ESTE.- The Judicial Branch of the Dominican Republic and the National School of the Judiciary (ENJ) launched the "Jorge Subero Isa" Chair of Innovation, in a ceremony during the sixth edition of the 2024 Conference, headed by the Chief Justice of the Supreme Court of Justice (SCJ), Henry Molina. 

The "Jorge Subero Isa" Chair , in honor of the jurist who for 14 years directed the transition of the Judicial Power, has as its national director the judge of the First Chamber of the SCJ, Samuel Arias Arzeno, and in the international field, the Colombian jurist, expert in legal innovation, José Torres. 

In thanking for the recognition, Dr. Subero Isa emphasized that sometimes justice is presented at the doors of our homes, and "hence the importance of having a good justice system". 

He maintained that the history of humanity and the development of a country is associated with institutional development and the existence of a strong Judicial Power, in addition to advances in innovation. 

"The great challenge for human beings is to compete with machines, machines will do what we humans will not be able to do," he stressed while recalling the time when the Judiciary received the Innovare award in Brazil in 2010, which was intended to recognize best practices in justice systems. 

At the end of his speech, Dr. Subero emphasized: "Honorable judges, tomorrow I may not be with you, but I will always be with you". 

On his side, Justice Samuel Arias Arzeno, national director of the Chair and judge of the First Chamber of the SCJ, gave the welcoming remarks in which he said that the legacy of Dr. Jorge Subero Isa will endure as an example of justice services to bring it closer to the most needy. 

He emphasized that Subero also bet for innovation, for a better Judiciary and an image that placed and left her well positioned, so that "she is one of the examples to follow in the Dominican judiciary". 

Arias Arzeno defined the former president of the Supreme Court of Justice as the first actor, since 1997, of the first wave of reform of the Dominican justice system. 

"Dr. Jorge Subero stood out for the creation of the National School of the Judiciary, the establishment of the national defense system, he was a leader in the implementation of the Dominican Code of Criminal Procedure, the Family Mediation Centers, Law 327 establishing the Judicial Career System, Law 136-03 on the System for the Protection of Children and Adolescents, and Law 108-05 on Real Estate Registry," Arias Arzeno said.  

Delivering the keynote address at the event, Magistrate Molina considered that innovation in the field of justice is essential to ensure that judicial institutions can respond to the needs of individuals and society as a whole.   

"Innovating has always been central to Justice. Because justice is not just another sector, it is the pillar of the rule of law that guarantees the proper functioning of all other institutions and public and private activities in the country," said Molina.   

The presiding judge considers that the Dominican Judiciary, as guarantor of coexistence and respect for the rights of all, must lead this process of innovation, for which it is necessary to "devote constant attention and create a specific space to serve as a reference within our system".   

Henry Molina reported that Dr. Subero Isa has been a tireless promoter of legal innovation and the improvement of the judicial system, whose avant-garde vision and commitment to the modernization of the Judiciary have left a lasting legacy, which is reflected in the creation of the aforementioned Chair. 

Likewise, Magistrate Molina recalled that during the furor of the Covid-19 pandemic, circumstances forced the Judiciary to innovate, so they began to implement electronic case file management, videoconferencing, digital signature, or the digital access portal. 

"These tools are allowing us to reduce waiting times and improve the quality of care and increase the levels of transparency; and in the immediate future, the arrival of artificial intelligence devices will mean further progress in this regard.Therefore, innovation will be a constant in Dominican society and will be a constant in Dominican justice," said Henry Molina.   

Magistrate Molina assured that the figure of Jorge Subero Isa continues to be an inspiration and a reference for all those who work for a more efficient, accessible and reliable justice, while expressing that the innovation chair means a living legacy in his name.
