Indotel and Judicial Branch sign agreement to strengthen use of digital and electronic media in the country's justice system

About the Judiciary

The agreement will guarantee electronic trust services, digital certification, electronic signatures, electronic seals, time stamps, electronic delivery service and long-lasting signatures.

The Dominican Telecommunications Institute (Indotel) and the Judicial Power Council agreed to execute an "action plan" to strengthen the use of the Digital Signature and other technological tools in the justice system.

The plan contemplates the promotion of the general bases, collaboration and reciprocal assistance between the parties, with a view to promoting, from their respective competencies, actions and initiatives that strengthen the transformation process in the use of digital tools and media for the provision of justice services.

The entities also agree to provide administrative support and exchange information.

The collaboration agreement between the two institutions was signed by Julissa Cruz, executive director of Indotel and Ángel E. Brito Pujols, general director of Administration and Judicial Career of the Judicial Branch.

Cruz said that "this is another step towards a more digital and modern Dominican Republic. With this agreement we seek that the Judiciary benefits from the new technological and digital tools, and thus can optimize and streamline the time in the processes".

Brito Pujols stated that "this document we are signing today is of great relevance for our institution.this document that we are signing today is of great relevance for our institution, since its purpose is directly connected to our strategic plan Vision Justice 20|24, especially with Axis I and II, which contemplate two fundamental actions: 'serving people through digital media' and 'achieving an efficient and reliable justice service supported by ICTs', respectively".

The agreement highlights that Indotel will offer, in addition to the digital signature, its support to all Trusted Electronic Services, incorporating all transactions offered within the Digital Certification sector, electronic signatures, electronic seals, time stamps, electronic delivery service, long-lasting signatures, etc.

It will also collaborate in the implementation of joint actions, as part of the efforts for the continuous improvement of the Electronic Signature and Trusted Electronic services used in the administrative work of the Judicial Branch, offer legal and technical guidance on the use of the Electronic Signature and Trusted Electronic services in the Judicial Branch.

The parties specifically agree to promote the use of electronic signature instruments and media in public officers, as well as to encourage the use of electronic signature instruments and media in the Real Estate Registry.

As part of these commitments, the Judicial Council will have the corresponding mechanisms for the strengthening and improvement of the electronic signature in the administrative area of the judicial system.

The Council will collaborate in the realization of sessions for the exchange of experiences through webinars, seminars or lectures, either in person or virtually.

Meanwhile, Indotel is committed to collaborate in the implementation of joint actions, as part of the efforts of continuous improvement, and legal and technical guidance on the use of electronic signatures and electronic trust services in the Judiciary.

For its part, the Dominican Judicial Branch adopted the Strategic Plan Vision Justice 20|24, which established a route for a comprehensive transformation supported by information technologies, with a view to making justice administration services optimal and efficient, in line with the three strategic axes: 1) Justice for all; 2) Timely and Efficient Judicial Service; and 3) Integrity for a Reliable Justice.
