The Judicial Power Council (CPJ) appointed Ricardo José Noboa Gañán as general administrator of the Real Estate Registry and Indhira Del Rosario Luna as national director of the Registry of Titles.
The new officials were sworn in by the president of the Supreme Court of Justice and of the CPJ, Magistrate Henry Molina, during a ceremony in his office in the presence of councilor Modesto Martínez Mejía and the general secretary of the council, Gervasia Valenzuela Sosa.
Ricardo Noboa, who held the position of national director of the Registry of Titles since 2019, assumes the new functions after having obtained important achievements during his management in the real estate and registry field at the national level. For her part, Indhira Del Rosario, who served as registrar of titles in the provinces of Santo Domingo and La Vega, accumulating a vast experience, ascends to the position held by Noboa.
With these appointments, the Judicial Branch, through the Real Estate Registry, reaffirms its commitment to provide an efficient, timely and transparent service to the citizens, optimizing the management of the bodies that make up this agency, which allows guaranteeing the preventive legal security of real estate transactions in the country.
The Real Estate Registry is the agency of the Judicial Power Council responsible for the systemic management of the administrative bodies established in the Real Estate Registry Law, No. 108-05, dated March 23, 2005 and its implementing regulations. This unit was created by Resolution No. 008-2020 dated July 07, 2020 of the Judicial Power Council. It is composed of administrative bodies, such as: The Board of Directors of the Real Estate Registry, the National Directorate of Registration of Titles, the National Directorate of Cadastral Measurements and the General Administration of the Real Estate Registry.
The appointed officials will continue to lead the Judicial Council's efforts to achieve the highest level of modernization of the real estate registry system and make it an international benchmark.
Ricardo José Noboa Gañán
The new general administrator of the Real Estate Registry is a law graduate of the Pontificia Universidad Católica Madre y Maestra, where he also obtained a master's degree in Civil Procedure Law.
He has completed international specializations in real estate, commercial and registry matters, among which the following stand out: XI Ibero-American Course on Real Estate Registry Law, given by the Universidad Autónoma de Madrid (UAM) and the Association of Registrars of Spain; II Ibero-American Course on Commercial Registry Law, organized by the Association of Registrars of Spain. He has also studied real estate and registry law in Argentina, Colombia, Uruguay and Peru.
From his professional career he served as national director of the Registry of Titles for the period 2019-2023, general secretary of the Ibero-American Registry Cooperation Network (IBEROREG) from January 2022 to date, practicing lawyer, 2012-2019, coordinator and manager of the Registry Support Unit, Judicial Branch, 2009-2012, registry specialist of the Program for the Consolidation of the Real Estate Jurisdiction, 2008-2009 and lawyer of the Legal Management of the Program for the Consolidation of the Real Estate Jurisdiction, 2007-2008.
Also, assistant lawyer of the Fourth Chamber of the Civil and Commercial Chamber of the Court of First Instance of the National District, 2006-2007, Professor at the Pontificia Universidad Católica Madre y Maestra, at undergraduate and graduate level, teaching the subjects Real Estate Law, Registration Law I and II, Fundamentals of Real Estate Law, from 2011 to date and professor of Registration Law at the Universidad Iberoamericana (UNIBE), during 2016-2018. He has lectured internationally on the real estate registry system in the Dominican Republic and its transformation process (Belgium, Mexico, Spain, Colombia, Portugal, Honduras, Uruguay, Argentina and Peru).
Indhira Del Rosario Luna
The new national director of the Registry of Titles of the Real Estate Registry is a law graduate (Cum Laude) from the Pontificia Universidad Católica Madre y Maestra (PUCMM). She holds a Master's Degree in Civil Law and Civil Procedure from the Universidad Autónoma de Santo Domingo (UASD).
In addition, she is a graduate of the Annual Course on Ibero-American Registry Law (CADRI), organized by the Association of Registrars of Spain and the Universidad Autónoma de Madrid; and of the Leadership for Real Estate Registry Management program, taught by BARNA Management School and the National School of the Judiciary.
He has completed studies in electronic registration, organized by the Spanish Cooperation Training Center in Cartagena de Indias, Colombia, as well as in topics related to tax law, trusts, commercial companies, among others.
Prior to assuming the position of national director, she served as registrar of titles of the province of Santo Domingo, a role in which she held for four years. Previously, she was registrar of titles of La Vega, coordinator, legal reviewer and registry lawyer of the Registry Support Management of the Real Estate Registry as well as in other areas of the Real Estate Jurisdiction since 2008. She has participated in several projects of the Dirección Nacional de Registro de Títulos.
In addition, among her academic contributions stands out her role as co-coordinator and co-author of the book "La Ley 108-05 de Registro Inmobiliario comentada por Registradores de Títulos" (Law 108-05 of Real Estate Registry commented by Title Registrars). In addition, she is a professor in the real estate and registry field at the National School of the Judiciary (ENJ) and of master's degrees at different national universities.

I understand that the Judicial Power Council has made an excellent decision in appointing Indhira Del Rosario as the new National Director of Title Registration. I had the opportunity to deal personally and virtually with some situations in R.T. La Vega, and without a doubt she always suggested solutions to them.
